What Are "Rounds of Invitations"?

Canada welcomes skilled candidates to settle permanently as part of routine rounds of invitation. These rounds occur approximately every two weeks, although timing and frequency would depend on immigration levels and labour market conditions.

 

  • IRCC determines the mode of round.

 

  • They determine the number of candidates to invite.

 

  • They invite candidates with the best CRS scores from the pool.

 

  • They send Invitations to Apply (ITAs) to the chosen candidates.

 

After every round, IRCC releases major details: date and time, quantity of invites, lowest CRS score invited, and tie-break rules.

 

Types of Invitation Rounds Explained

Canada conducts Express Entry rounds in three primary ways:

 

General Rounds: Available to high-scoring candidates under all three Express Entry programs (Federal Skilled Worker, Canadian Experience Class,

 

Program-Specific Rounds: Targeted invitations for one particular program (i.e., only applicants under Provincial Nominee Program – PNP).

 

Category-Based Rounds: Targeted draws from specific categories that meet economic objectives, determined by the Minister consider language proficiency, certain

 

What's "Category-Based Selection"?

In category-based rounds, IRCC draws candidates based on targeted eligibility requirements such as:

 

  • High French language proficiency

 

  • Healthcare, STEM, education, trades, agriculture, etc., experience.

 

These groups are advertised prior to the draw, and only those individuals fitting the category are eligible to be invited. It's how Canada fills gaps in high-priority sectors.

 

Why Are Ministerial Instructions Essential?

Ministerial Instructions are regulations set out by Canada's Immigration Minister. They dictate how each round is conducted, such as:

 

  • Which programs or categories are being invited to

 

  • How candidates are ranked

 

  • How many invitations will be given

 

  • Tie-break procedures for the same score

 

These regulations are made available online in order to have transparency.

 

A Recent Example: June 2025 PNP Draw

IRCC conducted its first Express Entry draw under the new Minister on June 3, 2025. In this draw:

 

  • 277 ITAs were sent out

 

  • It was a PNP draw (only Provincial Nominee Program candidates were accepted)The Economic Times

 

This reflects how focused draws, usually smaller but targeted, are increasingly being seen.
